Senior Partner Zhao Yuelin and Other Lawyers Make a Special Study on the Pilotage Issue in Mirs

In June 2016, Hong Kong Pilotage Advisory Committee (PAC) proposed a paper to establish three boarding stations and enact compulsory pilotage in the water areas of Mirs Bay under Hong Kong Special Administrative Region (HKSAR) jurisdiction. Once compulsory pilotage is enacted in Mirs Bay, the vessels entering or leaving East Shenzhen Port will have to face double compulsory pilotage in about 10 n miles distance, which could have adverse effect on this port area. In order to avoid double compulsory pilotage and facilitate shipping in East Shenzhen Port, Shenzhen Port is trying to negotiate with relevant parties of HKSAR. For supporting the Shenzhen ports negotiation with HKSAR, a special team composed of our Senior Partner Zhao Yuelin, Senior Partner Lin Pengjiu, Partner Guo Ping, etc. was entrusted by Yantian International Container Terminals Limited to carry out a special study on pilotage issues in Mirs Bay both from legal and technical aspects. The topics under the study include, inter alia, the impact of the above compulsory pilotage on the development of the shipping industry of both Shenzhen and Hong Kong; the necessity and feasibility of the above compulsory pilotage; the international pilotage practices and legislations in similar waters; and the recommendations to solve relevant problems of pilotage in Mirs Bay.
